Swindon’s housing service is at a genuine turning point. Following the C3 regulatory judgement in 2025, the Council accepted the need for significant improvement and has responded with an ambitious housing investment programme. Many colleagues choose to live locally for the good schools, green spaces and neighbourhoods across the town, as well as the surrounding villages and historic market towns that make the wider area an attractive place to settle.


The Borough is exceptionally well connected, sitting at a strategic point along the M4 corridor between London and the South West, with junctions 15 and 16 providing easy access to the A419 and A420. This makes Swindon readily accessible from a wide range of locations across the region.


Great Western Railway services reach London Paddington in around 50 minutes on typical fast services, with frequent connections throughout the day. Bristol Temple Meads can be reached in approximately 40–45 minutes, while direct rail and road links also support commuting from places such as Reading and Newbury to the east, Oxfordshire towns to the north, Bath and key South West locations to the west, and South Wales — with colleagues already commuting successfully from Newport in around 50 minutes.


This strong transport connectivity means Swindon is realistically within reach of a broad catchment of potential applicants, while still offering the benefits of a town with space, character and opportunity.



How We Work


Swindon Borough Council is reshaping its operational services to deliver safe, well maintained homes and responsive, tenant focused services. To support this transformation, we operate a clear delivery model that gives colleagues focus, accountability and the ability to make a real difference.


The Housing Directorate acts as the client, setting the strategy, standards and expectations for housing services. It defines asset condition requirements, compliance priorities and how tenants influence decisions.


The Housing & Corporate Repairs service, within Operations, is responsible for delivery. This includes repairs, planned and capital works, compliance activity, voids and day-to-day operational services. These are the roles at the heart of this recruitment campaign — the teams turning strategy into action and improving outcomes for residents on the ground.


This model underpins the Swindon Plan (2024) and the 2028 Target Operating Model, supporting a more streamlined organisation, stronger prevention, and services that help residents live independently, safely and well. Colleagues are empowered to focus on delivery, supported by clearer standards, better data and strengthened leadership.


These mixed roles are fundamental in driving efficiency, leading delivery, and providing the required oversight and support to our supply chain and our frontline colleagues working across the Borough of Swindon. While some tasks may be suitable for home‑based working, it is expected that the majority of your time will be spent on‑site in an operational environment or out within our communities.


You will need to work where our customers need you, so you should join with the expectation of having an on‑site, in‑borough presence across the working week.

Our Improvement Journey & Investment


£250 Million Over Five Years


Swindon’s housing service is at a genuine turning point. Following the C3 regulatory judgement in 2025, the Council accepted the need for significant improvement and has responded with an ambitious housing investment programme.


Over the next five years, £250 million is being invested in the maintenance, safety and improvement of council homes. This includes a £30 million energy efficiency programme, already underway, delivering upgrades to hundreds of properties across the borough. The programme includes new windows and doors, roof replacements, upgraded heating systems, insulation and — where suitable — solar panels, helping to create warmer, cheaper‑to‑run and more sustainable homes for tenants. Funded through the Housing Revenue Account and the Government’s Social Housing Decarbonisation Fund, this investment supports Swindon’s long‑term ambition to build a greener borough while improving everyday living conditions for residents.


Alongside this, the Housing & Corporate Repairs service is driving significant operational change. The focus is shifting from reactive repairs to proactive, planned maintenance, supported by improved asset data and stock intelligence. Safety and compliance processes are being strengthened, contract management is more robust, and digital triage tools are improving how issues are diagnosed and resolved first time.


These changes are central to addressing the regulator’s findings, improving health and safety outcomes, reducing avoidable repairs, increasing long‑term asset performance and rebuilding tenant trust.
